While I have seen numerous back orders over the years, I don't recall one where both were on back order. There is a small part of me that wonders if Health Canada has informed the producers of the upcoming legislative changes and warned them to start preparations (labelling/packaging). I have no idea if advanced notice is something Health Canada ever does (hence my pure speculation warning earlier). I could totally be wrong and this is just another coincidental back order.
